John W. Houghtaling, II is an American entrepreneur, a nationally known attorney and the chief executive officer of American Ethane Company, LLC (AEC). His business centers on property and contract rights and strategic project development in the energy sector. Houghtaling serves as chief executive officer of Ocean Therapy Solutions, an oil service company he founded with business partner, Kevin Costner. He also co-founded Ocean Management Group, a partnership between Ocean Therapy Solutions and Edison Chouest Offshore.
Houghtaling served as government liaison counsel for British Petroleum (BP) in the aftermath of the Horizon oil spill disaster in negotiations between BP and the State of Louisiana. In 2013, he successfully negotiated a deal between Pilot Flying J, the largest privately held fuel retailer in the U.S. and Western Express, Pilot’s largest customer in a national and complex fuel dispute. Through his work at AEC, Houghtaling has been responsible for negotiating a gas contract with China’s Nanshan Group to build the world’s largest ethane export terminal in order to export liquid ethane internationally. The deal is projected to supply at least 10 million tons of ethane for ethylene production in China, and provide power generation to plants across the world. Houghtaling is managing partner and majority owner of the law firm, Gauthier, Houghtaling and Williams, a Louisiana-based law firm with a 42-year legacy. He has served as the chairman of numerous charitable and civic campaigns in Louisiana and Texas.
